Flemish Policy Plan Open Science 2026-2030

On Friday 3 April, the Flemish Government approved the new Flemish Policy Plan for Open Science covering the period 2026–2030. The plan aims to further establish Flanders as a leading region for scientific research and innovation. Its central priorities are promoting high-quality, transparent knowledge sharing with a focus on FAIR data, and embedding Open Science structurally throughout the entire research process.

On Friday 3 April, the Flemish Government formally approved the updated Open Science Policy Plan 2026–2030 (document available on the WEWIS website). The plan gives a fresh impetus to the transition towards open, transparent, and responsible scientific research in Flanders.

The policy plan builds on the achievements of the previous policy period. It seeks to embed Open Science-by-design as a natural part of the research process, in line with the principle of "as open as possible, as closed as necessary". By 2030, researchers in Flanders should be able to work fluently according to Open Science principles, without incurring additional administrative burdens.

The mission of Flemish Open Science policy is to strengthen high-quality, transparent, and integrity-driven scientific research that contributes efficiently to a broad and solid knowledge base. In doing so, we aim to better address major societal challenges, accelerate innovation, and contribute to improving societal and economic prosperity in Flanders.

Focus on FAIR data and open access to publications

The Flemish Open Science policy will prioritise FAIR data (Findable, Accessible, Interoperable, Reusable), with open access to publications as a secondary focus. Flanders does not merely seek to promote the free sharing of data, but above all the thoughtful management, sharing, and reuse of research outputs. This is essential for stimulating innovation, safeguarding knowledge, and creating datasets that are also suitable for artificial intelligence (AI). Through the support of data stewards, investment in infrastructure, and the sharing of training materials, the quality and security of research data will be assured. The challenge of Open Access for publications will furthermore be actively monitored and addressed, in order to improve the accessibility of research outputs.

Shaping policy together: FOSB and FRDN

The Flemish Open Science Board (FOSB) remains the steering body for the policy, ensuring continuity and broad support across Flemish knowledge institutions.

The policy plan pays close attention to the diversity of the Flemish research landscape. Large and small institutions, universities, universities of applied sciences, strategic research centres, and other scientific organisations are aligned through a shared mission and vision. The Flemish Research Data Network (FRDN) continues to play a crucial role as a platform for knowledge sharing, collaboration, and professionalisation.
